Rust was not built for weak machines, but it is more playable than people assume once you stop fighting the wrong battles. The bottleneck on a low end PC is almost always RAM and CPU, not the GPU — so that is where the tuning goes.
On 8 GB, Windows starts paging to disk while Rust is running, and that is what causes the multi-second freezes. Before touching graphics:

Keep Object Quality at 100 minimum. Below that, loot and building parts pop in so late that the game becomes unplayable in a different way.
On an old GPU, dropping from 1080p to 900p or using FSR on Balanced buys more frames than every other setting combined. FSR works on almost any card, including non-AMD ones, so try it before lowering the monitor resolution.
Be realistic. On a 4-core CPU with 8 GB of RAM and a GTX 1050-class card, a tuned Rust runs around 45–60 FPS in the open and drops into the 30s in a big base. That is playable. Anyone promising 144 on that hardware is selling something.
