The NVIDIA panel will not double your frames, but two of its settings measurably reduce input delay, and one common default quietly costs you performance on laptops. Set these on a per-game profile so nothing else is affected.
Open NVIDIA Control Panel → Manage 3D settings → Program Settings → add RustClient.exe. Everything below goes on that profile, not on Global — global changes affect every game and some of them react badly.

The default "Optimal power" lets the GPU drop its clocks when it thinks you are idle — which in Rust means the moment before a fight starts. Setting maximum performance on the Rust profile alone is worth a solid chunk of frames on a laptop.
If you have G-SYNC, cap frames slightly below your refresh rate — 141 on a 144 Hz monitor — and leave vsync off. That keeps you inside the G-SYNC window without adding vsync latency. Without G-SYNC, capping to your refresh rate still reduces coil whine and heat with no downside.
Settings on top of a stale driver profile often do nothing. In the NVIDIA installer choose Custom → Perform a clean installation. It resets profiles, which is exactly what you want before applying these.
Mild sharpening around 0.5 makes distant players slightly easier to pick out, especially if you use DLSS. It costs almost nothing. Above 0.7 the image starts looking artificial and gets noisy.
